With the ramp in your sights, speed down the hill and use nitrous to turbo along and make the jump. You need to drive to a point higher than the ridge and look for a dirt ramp that leads back down towards the ridge (see pic above for the jump location, and below for what the area looks like). You’ll find it on a high ridge, but getting up there is tricky.
